Program Change for VSTi Preset Navigation

Hey folks,
for the main reason I purchased lemur for one simple task: Changing sounds of VST instruments step by step.
I'm using Cubase 8. VST instruments receive MIDI data from lemur. Program Change via different controller possible.
1. I created two pads to navigate through preset sounds. One for up and one for down.
2. Destination MIDI 0 (Cubase receives messages from lemur)
3. Message: Program Change
4. Channel: 1
5. Options: Trigger increase/decrease
This does not work
The best I achieved was to change to a random preset. No way to switch through the presets.
Can someone help, please?
